Reed Oil Company, Brownies Division; tank farm - On or about 8/20/13, personnel were utilizing stairways to access to the height of at least 17-feet.  Stairways were utilized to access the top of the tanks.  One side of the stairway was completely open and was not equipped with any railings.  The side of the stairway that was equipped with a rail was only outfitted with a top-rail and was not equipped with a mid-rail.
