29 CFR 1910.37(a)(3): Exit routes were not free and unobstructed.  Materials and equipment were placed, either permanently or temporarily, within the exit route.       Employees performing materials handling in the following instances were exposed to restricted emergency egress hazards and the employer did not ensure exit routes were free and unobstructed.       1) Employees at the dock were unable to access the exit door due to a waste can in the exit route.       2) Employees in Room 3 were unable to access the exit door due to a pallet of product that was placed in the exit route.

Employees performing materials handling in the following instances were exposed to restricted emergency egress hazards and the employer did not ensure exit route doors were able to be opened at all times without special knowledge or tools.      1) Employees in Room 3 were unable to open the exit route door due to the application of spray insulation foam which had sealed the exit route door closed.      2) Employees in Room 4 were unable to open the exit door without excessive force in that the door was sealed shut by ice formations on the outside.
