29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports.  At the location of 1911 E. Kansas Plaza in Garden City, KS, employees engaged in exterior work of a new motel with the use of scaffolding were exposed to fall hazards of approximately 8 feet from the working platform to the ground below. The employees were exposed in that the scaffolds were not completely planked.
