29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b). On or about August 20, 2013, on the south side of the construction site, an employee was exposed to a fall hazard of approximately 9 feet while engaged in framing activities on a residential home.

29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided. On or about August 20, 2013, on the south side of the construction site, an employee without a ladder used wall cross bracing and studs to climb up and down the one-story building exposing the employee to a fall of more than 9 feet.
