29 CFR 1926.1053(b)(13): The top or step of a stepladder was used as a step: On or about August 28, 2013, an employee was exposed to a fall hazard of approximately 8 feet to the concrete ground below while accessing/rigging the top of an eight foot pallet of roofing material. The employee used the top and top step of a 6 foot Werner ladder step to access the top of the eight foot pallet of roofing material.
