29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): On August 28, 2013 at this location laundry area, employees were not provided a written hazard communication program and were exposed to hazardous chemicals such as but not limited to, Tri-Star Solar Brite Laundry Detergent and Tri-Star Solar Brite Neutralizer which contain; sodium hydroxide and formic acid. The employer had not developed a program which would address labeling and other forms of warning on chemical containers, Safety Data Sheets and employee information and training on the hazards associated with chemicals used at this site. Information need to be provided in both english and spanish for non-english speaking employees. The written program must also contain the following: 1. a list of all hazardous chemicals on site. 2. the methods the employer will use to inform employees of the hazards associated with non-routine tasks involving chemicals, such as a spill. 3. the hazards of chemicals contained in piping that is not labeled 4. the method the employer will use to inform other employers (contractors) of the chemicals their employees might be exposed to while performing duties at this site.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: On August 29, 2013 employees working in the laundry area were not provided adequate training when working with hazardous chemicals such as but not limited to: 1. Tri-Star Solar Brite Laundry detergent containing 23% Sodium Hydroxide corrosive material. 2. Tri-Star Solar Brite Neutralizer containing 12% Formic Acid and 1-5% Citric Acid.
