29 CFR 1926.304(h)(1): Each circular crosscut table saw was not guarded by a hood which completely enclosed that portion of the saw blade above the table and that portion of the saw above the material being cut:    a. On or about August 29, 2013, inside the building, employees were using a Ridgid table saw to cut 2 x 4's.  The table saw did not have the hood, exposing employees to amputation hazards. On or about August 29, 2013, front of the building, the two buck high scaffold system was not fully planked on the top working level, exposing the employee to a 12 feet fall hazard. 29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used:  a.  On or about August 29, 2013, front of the building, the two buck high scaffold system did not have a safe means of access and egress because there was no ladder.  The employees climbed the scaffold rungs.  Abatement Certification and Documentation are not required
