29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii).     Jobsite, Dollar General, 608 Route 217, Derry, PA: On or before 09/05/13, two employees were applying plaster while standing on the working level of a an unprotected Burke frame scaffold 13 feet 3 inches above the ground level.  The working level of the scaffold was not fully planked, leaving approximately 28 ½ inch opening on the 60 inch wide scaffold.     The Nationwide EIFS Plastering, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(b)(1), which was contained in OSHA inspection number 315569889, citation number 1, item number 1 and was affirmed as a final order on 05/09/11, with respect to a workplace located at 7001 Gunn Highway, Tampa (Citrus Park), FL 33625.
