29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which is 6 feet or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  a) 30413 Cedar Neck Drive Unit #207, Ocean View, DE - Employee observed working on the edge of a 2nd floor balcony, approximately 10-15 feet above the ground, without fall protection.  The employee was working at the edge to apply finishing on the concrete floor.  Railings were removed prior to the application/finishing process.  This exposed the employee to fall hazards.  The violation was observed on or about September 3, 2013.
