29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access. WORKSITE: The employee, climbing the end frame of a mobile fabricated frame scaffold, was not provided with a portable ladder or other means of access to the working surface of the scaffold.

29 CFR 1926.452(w)(1): Scaffolds shall be braced by cross, horizontal, or diagonal braces, or combination thereof, to prevent racking or collapse of the scaffold and to secure vertical members together laterally so as to automatically square and align the vertical members. Scaffolds shall be plumb, level, and squared. All brace connections shall be secured. WORKSITE: The mobile fabricated frame scaffold, used by the employee to install drywall was not properly braced with cross bracing on either side of the scaffold.
