Crossbraces shall not be used as a means of access.  (a) Front of Building - On or about September 5, 2013 two employees was exposed to a fall hazard while climbing on a metal frame scaffold.  There was no ladder attached to scaffold for access. Employees were exposed to falling 7 feet to ground.
