29 CFR 1910.23(c)(1): Every open-sided floor or platform 4 feet or more above adjacent floor or ground level not guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides except where there was entrance to a ramp, stairway, or fixed ladder: On or about November 19, 2013, the open-sided work platform on top of the North Pit Loadout Shack was more than 4 feet above the adjacent ground and was not guarded by a standard railing on all open sides.
