29 CFR 1926.453(b)(2)(v): A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift. Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e).  a. On the south side of the building where employees were working from an elevated aerial lift to paint the trim on the second and third stories of the building, an employee was not connected to the basket of the aerial lift, thereby being exposed to a fall hazard.

29 CFR 1926.502(d)(16)(ii): Personal fall arrest systems, when stopping a fall, shall: limit maximum arresting force on an employee to 1,800 pounds (8 kN) when used with a body harness.  a. On the south side of the building where employees were using an aerial lift to paint the trim on the second and third stories of the building, an employee was using a 6 foot lanyard without a deceleration device that would limit the maximum arresting force on the employee to 1,800 pounds.
