29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. (a) On or about September 11, 2013, and at times prior thereto, the employer did not provide training for his employees to ensure they were equipped with appropriate knowledge and means to eliminate the hazards they were exposed to, when they were observed working out of a Genie aerial lift without a personal fall arrest system.
