29 CFR 1910.23(c)(1): Except where there was entrance to a ramp, stairway, or fixed ladder, every open-sided floor or platform 4 feet or more above adjacent floor or ground level was guarded by a standard railing (or the equivalent as specified in 29 CFR 1910.23(e)(3)) on all open sides: This violation was observed on or about September 23, 2013, where employees on a work-over rig were not protected from falling more than 6 feet to the ground below. Basic Energy Services has been cited previously for a violation of this occupational safety and health standard or its equivalent standard 1910.23(c)(1), which was contained in OSHA inspection number 313500241, citation number 1, item number 1 and was affirmed as a final order on October 19, 2011, with respect to a workplace located at Helen Crump-Well #B9, Odessa, Texas 79760.
