29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent): a. At the yard area, employees were exposed to a fall hazard 7 feet 10 inches while handling propane cylinders on top of a roll-off box, in that, employees would walk around the top of the box without fall protection while setting cylinders in the box.
