Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. a. On or about October 23, 2013 - at the above addressed jobsite, an employee performing carpentry framing operations from the second floor deck, approximately twenty one (21) feet ten (10) inches above the ground, was not protected from falls, thereby exposing the employee to fall hazards.
