29 CFR 1926.453(b)(2)(iv): Employees shall always stand firmly on the floor of the basket, and shall not sit or climb on the edge of the basket or use planks, ladders, or other devices for a work position.  a.  At the construction site, employees were accessing the East side of a Controlled Decking Zone on a two-story commercial building by climbing over the guard rails of a Genie S-65, aerial lift basket exposing them to a 28 foot fall hazard.  b.  At the construction site, employees were accessing the North side of a Controlled Decking Zone of a two-story commercial building by climbing over the guard rails of a Genie Z-60/34, aerial lift basket exposing them to a 28 foot fall hazard.
