29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access. On 10/28/2013, workers from Bastin Roofing repairing a roof at a residential building located at 659 Killary Down, Weldon Springs, MO were using a ladder improperly. The ladder was not extended three feet beyond the landing or edge of the roof. Bastin Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 910116, citation number 1, item number 3 and was affirmed as a final order on 7/2/2013, with respect to a workplace located at 8930 Harrison Ave., St. Louis, MO.
