29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6;  Section 3.1.19 states the following: Do not place cylinders where they might become part of an electrical circuit.  Section 3.4.4 states the following: Before using cylinder, be sure it is properly supported to prevent it from being knocked over.    (a) Throughout the facility; the employer did not secure full and empty compressed gas cylinders and allowed the placement of an unsecured and in-use compressed gas cylinder adjacent to an electrical connection.
