On or about October 29 10, 2013, employees who were installing siding were not provided fall protection. The employees were exposed to a fall hazard at a height of over 6 feet to the ground below.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. On or about October 29, 2013, employees were using an aluminum extension ladder with side rails that did not extend at least 3 feet above the edge of the roof. The employees were exposed to a fall hazard.
