29 CFR 1926.451(g)(1): 29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level: a. On or about October 28, 2013, a siding installer working 12 feet and 6 inches from the ground on a pump jack scaffold did not use a guardrail while installing plywood siding on a two story house thereby exposing him to a fall hazard.

29 CFR 1926.452(j)(2): Poles were not secured to the structure by rigid triangular bracing or equivalent at the bottom, top, and other points as necessary. a. On or about October 28, 2013, the siding installer was working on a pump jack scaffold twelve feet six inches from the ground that was not braced at the bottom poles of the pump jack scaffold to the house's structure thereby he was exposed to a fall hazard.
