OSH ACT of 1970 Section (5)(a)(1): Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that caused or were likely to cause death or serious physical harm in that employees were exposed to inhalation hazards from a release of anhydrous ammonia.  (a) 225 Vine Street, Chambersburg Pennsylvania - Employees worked in a refrigerated warehouse that maintains an ammonia system of approximately 5800 pounds.  The employer had not developed an Inspection and Maintenance Program to assess the mechanical integrity of the ammonia refrigeration systems.  Mechanical systems include but are not limited to compressors, pressure vessels, heat exchangers, pumps, valves, piping and alarm equipment, on or about October 30, 2013.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

(a)   225 West Vine Street Chambersburg Pennsylvania - The employer did not ensure that the doors to the machinery room were tightly sealed exposing employees to an ammonia inhalation hazard in the event of a leak, on or about October 30, 2013.      (b)  225 West Vine Street Chambersburg Pennsylvania  - The employer did not post outside the machinery room door, immediately adjacent to each door, emergency shutdown procedures including precautions to be observed in case of a breakdown or leak, on or about October 30, 2013.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
