29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. Jobsite: Contractor did not ensure a safe work site by conducting regular safety inspections that would have identified unsafe working conditions, missing handrails in the stairways, fall hazards by the window openings and balconies.

29 CFR 1926.852(a): No material shall be dropped to any point lying outside the exterior walls of the structure unless the area is effectively protected. Jobsite: Employees were exposed to flying debris from above due to employees throwing job material out of the third floor to the ground level. Work area was not properly barricaded to protect employees.
