Work Area, Support Column - The electrical disconnect switch that controlled power to the metal tube cutter and the metal tube threader was not marked to indicate the circuit's function. 29 CFR 1910.1200(e)(1): The employer did not develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met, and which also includes the following:  a. Facility - The employer did not develop and implement a written hazard communication program. An employee used Cortec Corporation VpCl - 416, a cleaner degreaser blended with a water-based corrosion inhibitor.  Observed 11/18/2013
