Spectrum Construction & Design, LLC, 8170 Perry Highway, Erie, PA 16509, northeast side of the structure, on or about October 30, 2013 and times prior thereto: Workers were performing work activities, including but not limited to, installing roof trusses. The employees were exposed to a fall hazard of 39 feet, and were not utilizing an acceptable means or method of fall protection.

29 CFR 1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed: A.)Spectrum Construction & Design, LLC, 8170 Perry Highway, Erie, PA 16509, fourth floor of the structure, on or about October 30, 2013 and times prior thereto: Personnel were utilizing the Werner 8-foot fiberglass step ladders to access/egress the overhead trusses. When going to/from, the trusses personnel were mounting/dismounting the stepladders from the side. The step-ladders were not secured from sideways motion produced by stepping on/off the ladder from the side.
