29 CFR 1926.451(e)(1): Scaffold platforms were more than 2 feet above or below point of access, was not provided with a ladder and or direct access from another structure. Cross braces were used as a means of access to platforms: a) On or about 11/20/13 CSHOs observed four employees climb and use the cross braces of 2 tubular welded rolling scaffolds to access the walking/working platforms when ladders had not been provided. L & J Stucco was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 491718, citation number 1, item number 3 and was affirmed as a final order on 01/14/2013, with respect to a workplace located at 197 West Old Country Road, Hicksville, NY 11801.

29 CFR 1926.451(g)(1): Each employee on scaffolds more than 10 feet high were not protected from falling to the lower level: a) On or about 11/20/13 CSHOs observed four men working on and from two tubular welded rolling scaffolds with the walking/working platforms being 14 foot- 6 inches above the blacktop below with no fall protection systems in place, i.e. handrails along all open sides and ends of platform. L & J Stucco was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(g)(1), which was contained in OSHA inspection number 491718, citation number 1, Item number 4 and was affirmed as a final order on 01/14/2013, with respect to a workplace located at 197 West Old Country Road, Hicksville, NY 11801.
