29 CFR 1926.20(b)(1): A safety and health program was not initiated and maintained to provide compliance with the general safety and health provisions of the standard:  (a)    Barclay Glen at Cross Keys, Williamstown, NJ Building 1300: The employer did not initiate, implement or maintain a safety and health program to include enforcement of OSHA regulation at the jobsite. Subcontractors were observed working on unguarded decks, working on Alum-A-Pole Scaffold systems that were not properly braced, without the use of fall protection, hard hats and toe boards, ladders in use were used improperly, observed on or about 11/19/13.  NOTE:  IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM, FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
