29 CFR 1926.20(b)(1): A safety and health program was not initiated and maintained to provide compliance with the general safety and health provisions of the standard: (a) Barclay Glen at Cross Keys, Williamstown, NJ Building 1300: The employer did not initiate, implement or maintain a safety and health program to include enforcement of OSHA regulations at the jobsite, written programs & training and frequent and regular inspections of the jobsite. Subcontractors were observed working on scaffolds that were missing guardrails, access ladders, and midrails, and were not trained on the hazards related to working with portland cement and silica, observed on or about 11/19/13. NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICAITON FOR THIS ITEM, FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
