29 CFR 1926.501(b)(11): "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems: On or about November 21, 2013, employees were exposed to fall hazards greater than 6 feet in height to the ground level below, when not having fall protection on the roof of an apartment building with a roof pitch greater than 6/12, while unloading a pallet of asphalt shingles onto the roof.
