29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) 600 Newark Avenue, Hoboken, NJ Sub-contractor employees access multiple floors of the building via extension ladders. During the walk-around CSHO observed multiple ladder side rails did not extend at least 3ft above the upper landing surface, thereby exposing employees to a 9ft fall hazard. Violation observed on or about 11/19/2013
