29 CFR 1926.501(b)(14): Each employee working on, at, above, or near wall openings (including those with chutes attached), where the outside bottom edge of the wall opening was 6 feet (1.8 m) or more above lower levels and the inside bottom edge of the wall opening is less than 39 inches (1.0 M) above the walking/working surface, is not protected from falling by the use of a guardrail system, a safety net system, or a personal fall arrest system: On or about November 15th, 2013, employees were observed working through a wall opening on a roof construction site without the use of effective fall protection. The employee was passing material through the opening where the inside bottom of the edge of the wall opening was measured as 30 inches. This was with respect to a worksite located at 2012 West 25th St., Cleveland, OH 44113.
