29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights did not bear on base plates and mud sills or other adequate firm foundation:   a) West side exterior scaffold: On December 3, 2013, and times prior thereto, employees were installing wire for stucco application from a scaffold that had some supporting leg base plates on sloping terrain, and not bearing on a firm foundation.   Note: Abatement certification is required for this item.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level:   Exterior scaffold on jobsite: On December 3, 2013, and times prior thereto, employees were installing wire for stucco application on a welded tube and coupling scaffold at approximately 13 feet without guard rails or other form of fall protection.
