29 CFR 1910.146(d)(9): Under the permit-required confined space program required by 29 CFR 1910.146(c)(4), the employer did not develop and implement procedures for summoning rescue and emergency services, for rescuing entrants from permit spaces to rescue a) 25938 Nanticoke St., Seaford, DE - The employer did not develop and implement procedures for summoning local rescue and emergency services prior to conducting permit-required confined space entry operations. This violation was observed on or about December 5, 2013. Pursuant to 29 CFR 1903.19, the employer must submit abatement certification, required within 10 days after the abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and that states employees and their representatives were informed of this abatement.

29 CFR 1910.151(b): There was neither an infirmary, clinic, or hospital used for the treatment of all injured employees in near proximity to the workplace nor a person or persons adequately trained to render first aid: a) 25938 Nanticoke St., Seaford, DE - The worksite was not located in close proximity to a medical facility and the employer did not have a person on-site who was trained to provide first aid in the event of an employee injury.
