29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.     Employees were exposed to a fall hazard while performing demolition work on pedestrian ramps and concourses located at the northeast side of the stadium of Kyle Field.  1) On or about 3 December 2013, and at times prior thereto, saw operators performing demolition operations were utilizing the tire of a Caterpillar Skid Steer Loader 262D to gain height and make the final cuts on concrete reinforced beams with a Stihl TS 700/800 handheld saw when the wire rope saw binds. Standing on the tire elevated the workers approximately 31.5 inches above the ramp floor, exposing the workers to a fall hazard of approximately 72 feet to the ground below.   2) On or about 3 December 2013, and at times prior thereto, employees were exposed to an unprotected edge of the circular portion of a pedestrian ramp that had a chipped out section from the ramp wall, exposing the employees to a fall hazard of approximately 72 feet to the ground below.

No employee shall be permitted to work where such hazards exist until they are corrected by shoring, bracing, or other effective means.    The employer did not re-inspect areas o work progress in order to detect hazards resulting from weakened or deteriorated floors, or walls, or loosened material prior to allowing employees to work in areas that had the potential to contain these hazards.
