29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:   (a)  Compound Room:  Employees weigh and transfer raw materials used in rubber manufacturing such as, zinc oxide, antimony oxide and Polybound urea, which contains but not limited to petroleum distillates.  The employer did not provide employees with training and information upon initial assignment on the hazards of the chemicals, information on the hazard communication program, and location of the safety data sheets, as determined on December 16, 2013.   Abatement Certification Required for this Item.

29 CFR 1910.1200(h)(3)(iv):   The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:   (a)  Facility Wide:  Employees use and handle rubber and materials used in rubber manufacturing such as, zinc oxide, antimony oxide and Polybound urea, which contains but not limited to petroleum distillates.  The employer has not provided employees with information and training on the new label elements (pictograms and signal words) and the new safety data sheet format as required per 29 CFR 1910.1200(j)(1), as determined on December 16, 2013.   Abatement Certification Required for this Item.

The employer has not conducted an initial determination to determine if employees may be exposed to lead at or above the action level, as determined on December 16, 2013.
