29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  On or about December 06, 2013, and at times prior thereto, employees were working on the roof of a residential building. Two employees did not have their harnesses attached to a life line, which exposed them to potential fall hazards of 4 feet or more to the ground below.   Espinoza Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 313501231, citation number 1, item number 1a and was affirmed as a final order on October 19, 2011, with respect to a workplace located at 4220 Camelot Heights, El Paso, TX 79912.   Espinoza Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 313500910, citation number 1, item number 1 and was affirmed as a final order on October 17, 2011, with respect to a workplace located at 7241 Lungspur, El Paso, TX 79911.
