29 CFR 1910.119(f)(1): The employer did not develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process consistent with the process safety information:   At the establishment, the employees were allowed to use the Bulk Solids Processing (VABO) OP-375 standard operating procedure for the covered processes in that the following elements have not being included within the standard operating procedure:  1) operating limits 2) consequences of deviations 3) steps to avoid or correct  Employees were exposed to the release of flammable vapors to the atmosphere that can result in fire/explosion hazards leading to injury and death to persons in the workplace.   29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is complete.

Employees were exposed to the release of flammable vapors to the atmosphere that can result in fire/explosion hazards leading to injury and death to persons in the workplace.   29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is complete.
