Nowell Construction III, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard (29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 891411, citation 01, item number 001, issued on February 28, 2011, with respect to a workplace at 4414 Bylsma Circle, Panama City, Florida 32404.The final order date was March 21, 2011.    29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     a. On or about December 9, 2013, on a structure, four employees performing framing operations were not protected from a 9-foot fall hazard by use of a guardrail system, safety net system, personal fall arrest system or any alternative fall protection.
