Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a.) Retro Insulation, Little Creek Base, Navy Lodge: On or about 12/06/13, employees were observed wrapping HVAC duct work with insulation on a roof with an unprotected side, exposing them to a potential fall of over twenty feet.

29 CFR 1926.503(a)(2)(iii): The employer shall ensure that each employee has been trained in the use and operation of guardrail systems, personal fall arrest systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used; a.) Retro Insulation, Little Creek Base, Navy Lodge: On or about 12/06/13, employees were not trained in the use and operation of fall protection systems in that, employees working on a roof twenty feet above the ground with an unprotected side thought they were safe as long as they stayed at least six feet from the edge of the roof.
