29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  At the inspection site, on or about December 10, 2013 and at times prior thereto, the employer did not have a written Hazard Communication Program for employees who were using hazardous chemicals such as corrosive Heavy Duty Alkaline Bathroom Cleaner & Disinfectant, and for employees who were exposed to hazardous chemicals during renovation operations in the lobby, including, but not limited to, flammable Zinsser Cover Stain Oil Base Primer, Sherwin Williams ProMar 200 Zero VOC Interior Latex, Venetian Plaster (ethylene glycol, talc, limestone), Versabond Fortified Thin-Set Mortar (Portland Cement), and Polyblend Sanded Grout (Portland Cement).
