OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees:       1) On December 12, 2013, the employer did not ensure that employees were protected from fire, explosion, asphyxiation, and carbon monoxide poisoning while using portable propane heaters inside an enclosure during pool construction.            Among other methods, some feasible and acceptable methods to abate the hazards are as follows:      a) Use a forced air blower to provide fresh air into the enclosure.        b) Place propane heaters outside of the pool area and pipe hot air into the pool enclosure.    c) Implement a permit required confined space program.  Train employees on and require them to follow permit required confined space entry procedures such as contained in ANSI Z117.1 before they enter an unknown atmosphere inside a pool after an enclosed heating.     d) Train employees on and require them to follow the propane heater manufacturer's instructions which state "Do not attempt to light heater if the smell of (propane) gas is present".        Abatement Note: Abatement certification and documentation are required for this item (see enclosed "Certification of Corrective Action Worksheet").
