29 CFR 1910.272(j)(1): The employer did not develop and implement a written housekeeping program that established the frequency and the method(s) determined best to reduce accumulations of fugitive grain dust on ledges, floors, equipment, and other exposed surfaces: Employees performing feed mill operations and maintenance tasks in the basement of the feed mill were exposed to fire and explosion hazards in that the employer did not implement their housekeeping program and dust was allowed to accumulate several inches in the following locations: A) Feed Mill basement under the mixer. Grain dust and spilled feed accumulated up to 48 inches deep. B) Feed Mill basement near the bucket elevator leg. Dust measured 6 inches deep.
