29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):     a) Roof of the Building - A laborer was observed without fall protection while on the roof positioning received materials exposing him to a 30 foot fall hazard, on or about 12/17/13.      b) 3rd Floor - A project supervisor and a laborer were observed walking past the unguarded edge of the stairway opening exposing them to a 10 foot fall hazard into the opening, on or about 12/17/13.      c) Top Floor Exiting onto Roof - A project supervisor and a laborer were observed walking past the unguarded edge of the stairway opening exposing them to a 10 foot fall hazard into the opening, on or about 12/17/13.     Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail:       a)  Between the Basement and First Floors and Between the First and Second Floors - Project supervisor and a worker were observed using the stairs which was not equipped with a standard handrail exposing them to a 10 foot fall hazard, on or about 12/17/13.      Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
