29 CFR 1926.501(b)(14): Each employee working on, at, above, or near wall openings (including those with chutes attached), where the outside bottom edge of the wall opening was 6 feet (1.8 m) or more above lower levels and the inside bottom edge of the wall opening is less than 39 inches (1.0 M) above the walking/working surface, is not protected from falling by the use of a guardrail system, a safety net system, or a personal fall arrest system:   a) Sub-contractor's employees were working from the fifth level stair landing on the east side of the parking garage with an opening for the door unguarded creating a fall hazard of 11 feet 3 inches, on or about 12/19/13.   b) Sub-contractor's employees were working from the fifth level stair landing on the east side of the parking garage with an unprotected parapet wall approximately 27 inches in height creating a fall hazard of approximately 55 feet, on or about 12/19/13.   For the purposes of this inspection, this employer was determined to be the controlling and correcting employer of the jobsite. The employer is being cited under OSHA's Multi-Employer Workplace Policy.
