29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows:    At the job site, South 9th Street & Shilling Rd, Salina, Kansas: employees were working from a scaffold without the material levels being fully decked.  Employees were exposed to fall hazards of approximatley 66 feet to the ground.
