The employer had a subcontractor with an employee working with paint containing lead during window restoration activities.

29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s)  (a) Noga Construction, LLC at 2833 Curtis Street, Denver CO 80205:  On or about January 7th, 2014, the employer did not maintain programs to provide for frequent and regular inspections of the jobsite by a competent person to identify safety and health hazards.  An employee performed dry scraping and sanding of leaded paint during window restoration activities and no initial monitoring had been conducted to evaluate employee exposures.
