29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means: On or about January 3, 2014, at the worksite located at 831 West Center Street in Fayetteville, Arkansas, Level 2 of Pad G, employees of Naylor Concrete & Steel Erectors were not protected against electric shock in that they were allowed to use a bull-float equipped with an aluminum handle to perform concrete finishing tasks in proximity to energized overhead power lines. This condition exposed employees to electrocution from indirect contact with a high voltage power line.
