This condition exposed the employee to a fall hazard of approximately 6 feet. Observed on or about 1/13/14. b) Jobsite, 1730 Folsom St., Philadelphia - Employees were standing on the top step of a step ladder while assisting an employee installing framing on the second floor. This condition exposed the employees to a fall hazard of approximately five (5) feet. Observed on or about 1/13/14.

29 CFR 1926.501(b)(13): Employees engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employees provided with an alternative fall protection measure under another provision of paragraph 1926.501(b): a) Jobsite, 1730 Folsom St., Philadelphia - Employees performing framing activities on the second floor of townhomes under construction were exposed to a fall hazard of 11 feet without the use of fall protection. Observed on or about 1/13/14. Camargo Construction, Inc. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 314235250 citation number 1 item number 1(a) and was affirmed as a final order on October 30, 2011, with respect to a workplace located at 1020-1026 South 5th Street, Philadelphia, PA 19146.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access: a) Jobsite, 1730 Folsom St., Philadelphia - The portable extension ladder used to access the second floor did not extend at least three (3) feet above the upper working surface exposing employees to a fall hazard during access and/or egress. Employees were installing framing on the second floor, 11 feet above the ground. Observed on or about 1/13/14. Camargo Construction, Inc. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 314235250 citation number 1 item number 2(c) and was affirmed as a final order on October 30, 2011, with respect to a workplace located at 1020 - 1026 S. 5th Street, Philadelphia, PA 19146.
