29 CFR 1926.451(f)(6): Scaffolds were erected, used, dismantled, altered, or moved such that they or any conductive material handled on them might come closer than ten (10) feet to exposed and energized power lines. On or about January 14, 2014; on the south side of the jobsite, the employer allowed employees to erect a vertical aluminum pole of a pump jack scaffold in a manner that could cause the scaffold pole to come closer than ten (10) feet to energized power lines.

29 CFR 1926.454(b): The employer did not have each employee involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting a scaffold trained by a competent person to recognize any hazards associated with erecting scaffold near energized power lines. On or about January 14, 2014; on the south side of the jobsite, the employer allowed employees to erect a pump jack scaffold pole that came within ten (10) feet of an energized power lines without first being trained to recognize any hazards associated with erecting scaffold near energized power lines.
